Rockhaven runs on corruption, consumerism, and the kind of slapstick criminal chaos usually reserved for a cartoon version of Grand Theft Auto. You play an Undercity resident driven below the streets by a tyrannical mayor, then sent back topside to rob the wealthy, wreck corporate interests, and gradually reclaim neighborhoods for the people pushed out of them. The tone stays proudly ridiculous rather than grim: one moment involves brawling with police, while another can involve browsing shops, gambling, or building a snail-racing business. Beneath the jokes, there is a simple revenge story about taking a city back from the elites who own it.

Third-person sandbox play revolves around earning cash through missions, theft, fights, and general mischief across the open city. Rich pedestrians can be pickpocketed, cars can be broken into or hotwired, and the authorities predictably respond when your crimes become too obvious. Money fuels a satisfying progression loop of buying properties, businesses, clothes, vehicles, and other luxuries; homes also let displaced Undercity residents return to the surface. Decorating those homes to suit their tenants unlocks useful buffs and items, while businesses generate income and add eccentric activities to pursue.

Its strongest idea is that property ownership serves more than a personal power fantasy, tying your expanding criminal empire to restoring Rockhaven block by block. The city encourages unscripted play, so a focused session of missions can easily turn into a police chase, a shopping trip, or an attempt to find the most profitable absurd side venture. Up to four players can cooperate online for robberies and missions, or waste an evening in competitive diversions such as Prop Hunt, where players disguise themselves as ordinary street objects. Fans of loose, goofy open-world games in the Saints Row mold will appreciate the freedom and humor, while players seeking serious crime drama or highly polished driving and combat may find its deliberately scrappy indie style less appealing.
