Players roll a set of custom dice up to three times each turn, choosing which results to keep in pursuit of attacks, healing, energy, or matching numbers that score points. Attacks damage every rival outside Tokyo, while the current city ruler strikes everyone else, creating a simple but effective risk-reward cycle around entering and abandoning the capital.
