Each match begins by selecting a governor with a distinct advantage, then spending a limited budget on civilian initiatives, intelligence gathering, security forces, and military operations. Information is deliberately incomplete early on, so scouts and intelligence upgrades matter before troops can effectively identify and contain insurgent camps. Civilian support rises when services reach neglected districts, but rapid spending can fuel inflation, while aggressive military action may alienate locals and create further unrest.
