Meanwhile, in China, a police officer named “Liu Qingchun” also founded the 403 Intelligence Division, which similarly gathered abnormal intelligence. Over the course of more than a decade, these two organizations gradually grew in size and began to oppose each other, employing numerous intelligence personnel to gather information and leads.
