Game Overview

City 31 trades XCOM’s desperate resistance war for a tense post-invasion police thriller, where humans and former alien occupiers try to build a shared future under constant pressure. Five years after XCOM 2, the conflict is over, but peace proves far messier than victory. You lead Chimera Squad, a small multinational unit of human, hybrid, and alien specialists investigating conspiracies that threaten to tear the city apart. The tone remains suitably serious, yet the character banter and unusual squad makeup give the campaign more personality than the mainline games.

Missions revolve around compact, objective-driven tactical encounters rather than sprawling battlefields. Each operation begins with a breach phase, letting you assign agents to entry points and gain bonuses or accept risks before the shooting starts. Combat uses an interleaved turn order, so allies and enemies alternate in a visible timeline; this makes positioning, crowd control, and initiative manipulation crucial. Every agent has a fixed class-like identity and distinctive tools, from Blueblood’s precision pistol shots to Verge’s psionic control and Torque’s battlefield constriction, while headquarters management asks you to choose investigations, equipment projects, district assignments, and emergency responses as city unrest rises. Agents can be critically wounded and acquire lasting scars, although the campaign does not rely on the harsh permanent deaths associated with earlier XCOM entries.

Its strongest idea is the focused squad design: instead of building anonymous rookies from scratch, you learn the strengths and personalities of a memorable roster. Breach-and-clear missions create a faster, more puzzle-like rhythm, and the campaign’s criminal factions give each investigation its own enemy types and tactical wrinkles. City 31 is smaller in scope than XCOM 2, but that tighter structure suits players who want Firaxis-style turn-based strategy without a huge time commitment. Fans of XCOM, Gears Tactics, or tactical RPGs with character-driven teams should find it an accessible, inventive side story, while veterans may miss the deeper customization and higher-stakes sandbox of the main series.
