Agents of Mayhem trades Saints Row’s criminal sandbox for a comic-book, Saturday-morning-cartoon take on third-person shooting, packed with wisecracks, neon explosions, and deliberately ridiculous personalities. Its story follows MAYHEM’s campaign to disrupt LEGION after worldwide attacks leave major cities under enemy control, with the shadowy Morningstar waiting at the center of the conspiracy. The tone stays loud and irreverent, though the mission structure is more focused on shooting than the freeform chaos of its spiritual predecessor.

Players assemble a squad of three from a roster of distinct agents and switch between them instantly during combat. Each operative brings specialized weapons, mobility options, passive perks, and signature abilities: one may freeze crowds, another demolish armored targets, while a melee-focused fighter thrives in close quarters. Missions send the squad through Seoul’s streets, enemy bases, underground facilities, and Ministry-controlled zones to clear foes, defeat bosses, recover technology, and sabotage LEGION operations. Progression comes through agent levels, upgrade cores, weapon improvements, collectible intel, and the ARK, MAYHEM’s headquarters, where research unlocks broader combat advantages. It is a solo experience, with no campaign co-op, and its difficulty relies heavily on learning enemy types and rotating agents before their health pools collapse.

The squad-swapping system is the main reason to play, since it lets players create their own tactical combinations rather than commit to one hero. Visual design leans into colorful futuristic Seoul, exaggerated villains, comic-panel presentation, and the playful absurdity associated with Volition’s earlier work. Open-world activities can become repetitive, especially for players expecting the depth and emergent freedom of Saints Row, but the constant stream of unlockable agents keeps the combat loop lively.
