Research opens paths that can fundamentally alter how the city functions, while scarce resources make even apparently sensible upgrades politically charged. Crisis management remains constant: shortages, unrest, environmental dangers, and competing demands can quickly turn a carefully balanced plan into an emergency.

The Council is Frostpunk 2’s defining addition, making laws a contested process instead of a simple menu choice. Factions support radically different answers to the same problems, from technological progress and strict control to adaptation and preservation, and gaining one group’s approval can alienate another. Negotiation, promises, voting, and calculated compromises give the game a sharper political edge than most city builders, while its imposing frozen skyline sells the scale of a civilization clawing its way forward.
